The Ministry of Labor and Social Welfare (STPS) announced a target of 38,455 inspections for 2026, focused primarily on workplaces with the highest risk of noncompliance. Employers are advised to identify and correct potential issues before an inspection takes place, especially when there are complaints, accidents, or inconsistencies in labor compliance. The agency reported this in its press release dated September 21, 2026.
The 2026 Inspection Program consolidates a monitoring model based on information analysis, technological tools, and coordination among authorities. Its priorities include occupational safety and health, general working conditions, subcontracting, training, and the prevention of employer interference in union activities. The program guides inspection activities; it does not, in and of itself, create new employer obligations.
The strategy focuses on addressing risks, complaints, and accidents as priority areas, as well as strengthening oversight of specialized services. It also includes measures to protect vulnerable groups and monitor working conditions in agricultural fields and on digital platforms.
Given this situation, we recommend that companies focus their preparations on five actions:
- Review compliance by workplace. Compare contracts, pay stubs, time records, breaks, vacation time, and benefits with actual operating conditions. A complete set of documents is useless if its records do not match what happens in practice.
- Prioritize accident prevention. Identify applicable health and safety regulations, review the risks associated with each activity, and document corrective actions. Accident reports and complaints require immediate attention, as they are a priority focus of monitoring.
- Audit specialized services. Review the validity and scope of suppliers’ REPSE registrations, contracts, and services actually provided. The review should cover how the contracting process operates and what evidence supports compliance, in addition to verifying the existence of the registration.
- Certify training and review internal practices. The program aims to assess the existence, relevance, and effective implementation of training programs. It is also important to review measures against discrimination, harassment, and workplace violence, as well as management and human resources practices that may affect freedom of association.
- Prepare for inspections. Appoint responsible parties, keep documentation accessible, and establish a procedure for handling visits and requests; record requests and follow up promptly on comments and deadlines.
Preparation must result in verifiable corrections, with designated individuals responsible and specific deadlines for completion. A preventive review allows resources to be focused on the areas of greatest risk and ensures an orderly response to regulatory authorities.
