CONAGUA incorporates procedures to the Water Digital One-Stop Water Shop: effective October 8, 2025

On October 1, 2025, the National Water Commission (CONAGUA) published in the Official Gazette of the Federation the Agreement establishing simplification actions and incorporating procedures to the Single Digital Window for Water Procedures.

The objective of the Agreement is to reduce the administrative burden, digitalize procedures and centralize the management of national water concessions and permits.

Main changes

  1. Digitized procedures

The following procedures, among others, are incorporated to the One-Stop Digital Window:

  • Modification of title or permit (CONAGUA-01-010-A).
  • Notice to request the interruption of the expiration of water rights related to unused volumes (CONAGUA-01-019).
  • Extension of concession titles, assignment and/or discharge permits (CONAGUA-01-021).
  1. Simplification of requirements
    • For agricultural uses in areas of less than 100 hectares, it will be sufficient to prove ownership or possession of the land.
    • For the relocation of harvesting points and administrative modifications, the documents required are reduced.
    • In extension proceedings, simple copies of titles or certificates of notification will be allowed until 2030, while the digital systems are being updated.
  2. Electronic signature
    • It will be necessary to have an Advanced Electronic Signature.
    • For individuals in the agricultural sector, a digitalized autographic signature with official identification will be accepted.
  3. Deadlines and remedies
    • The authority will have 60 working days to resolve, once the file has been integrated.
    • The promoters will have 10 business days to correct any omissions.
  4. Payments and notifications
    • Payments must be made in Declar@gua and will be reflected in the Ventanilla within a maximum of 72 hours.
    • Users may turn to the Integral Service Centers for management support.

Who is affected?

  • Individuals and legal entities with concession, assignment or discharge permits for national waters.
  • Agricultural, industrial and municipal users who need to modify, extend or maintain the validity of their water rights.

Recommendations

  • Consider that the procedures submitted on or after October 8, 2025 must comply with the new requirements.
  • Prepare in advance the documentation in digital format and ensure that you have the Advanced Electronic Signature or, if applicable, the authorized means of identification.
  • Identify possible benefits in the reduction of time and requirements, as well as adjust internal compliance procedures.
