Today, April 2, 2025, the Single Digital Window for Water Procedures (“Ventanilla Digital”), established by the Ministry of the Environment and Natural Resources (“SEMARNAT”) and administered by the National Water Commission (“CONAGUA”), goes into effect. This electronic platform replaces the Conagu@-Digital system, Buzón del Agua, for the management of concessions and allocations of national waters.
Procedures enabled at the Digital Window
Initially, the Digital Window will allow the filing of the following procedures:
- CONAGUA-01-003-A: Concession/allocation of national surface waters.
- CONAGUA-01-004-A: Concession/allocation of national groundwater.
Key aspects of the new system
- Digital Authentication: In order to access the Digital Window, users must authenticate themselves using the “MX Key”.
- Electronic notifications: A notification will be considered to have been received when the user logs into the platform, or otherwise, on the fourth business day after the document is uploaded into the system.
- Reduction of deadlines: Proceedings will be resolved within 30 working days from their submission, provided that the file is duly integrated.
- On-site assistance: Although the process is electronic, users may go to CONAGUA’s Integral Service Centers to receive orientation.
- Transition and previous procedures: Applications initiated prior to the entry into force of the Agreement will be resolved in accordance with the regulations in force on the date of their entry, but will be notified through the Digital Window.
Future considerations
In the future, the Digital Window is expected to expand its scope to include more procedures related to water resource management, such as permits and concession modifications. The digitalization seeks to optimize response times and provide greater transparency in water management in Mexico.
Since the Agreement is already in force, those interested in obtaining concessions or allocations of national waters are advised to familiarize themselves with the new platform and the requirements for the use of Llave MX.
