Today, June 9, 2026, a Decree was published in the Official Gazette of the Federation by means of which the Federal Government establishes several administrative measures for the inauguration of the 2026 FIFA World Cup, which will take place on June 11 in Mexico City.
Although most of the provisions are addressed to agencies and entities of the Federal Public Administration, the Decree includes a direct call to the private sector to adopt measures that contribute to reduce urban mobility and facilitate the operation of public services during the celebration of this international event.
What does the Decree establish?
As a main measure, the Federal Government instructed the agencies and entities of the Federal Public Administration located in Mexico City to implement teleworking, telecommuting or flexible work organization schemes by June 11, 2026.
In addition, the Decree contains an exhortation to the private and social sectors to implement teleworking, remote work or flexible work organization schemes for their workers on the same day.
Likewise, classes were suspended in Mexico City for public and private elementary, high school and higher education institutions under the Ministry of Public Education.
Impact on employers
Although the exhortation to the private sector does not constitute a legal obligation nor does it generate penalties for non-compliance, it represents a sign of the authorities’ expectation regarding business collaboration to reduce mobility and road congestion during the World Cup inauguration.
Companies with corporate offices, administrative centers or personnel working in Mexico City should evaluate the convenience of implementing temporary measures for that date, particularly when their activities can be carried out through technological tools without affecting business continuity.
Among the actions we recommend considering are:
- Implement teleworking or hybrid schemes for administrative personnel.
- Establish staggered check-in and check-out times.
- Authorize temporary remote work for compatible positions.
- Review internal communication and remote monitoring protocols.
- Anticipate possible effects on personnel, supplier and customer relocations.
- Evaluate labor flexibility needs derived from the suspension of classes, especially for workers with school-age children.
- Communicate the actions to be implemented.
It is important to remember that the Decree makes express reference to articles 330-A and 330-G of the Federal Labor Law, relating to telework. However, given the extraordinary and temporary nature of the measure, its implementation for a single day does not necessarily imply a modification of the working conditions or the formal adoption of the telework regime regulated by the labor legislation.
