On April 22, 2025, the initiative with Draft Decree seeking to enact the National Law to Eliminate Bureaucratic Procedures, presented by the President of Mexico, was published in the Parliamentary Gazette of the Chamber of Deputies, which aims to make the performance of the Mexican State and its agencies more efficient for the benefit of the citizens.
The purpose of this initiative is to establish a uniform legal framework to ensure that all levels of government (federal, state and municipal) adopt principles of administrative simplification, with emphasis on the use of digital technologies, interoperability of databases, elimination of unnecessary requirements and automation of processes. This would imply a profound transformation in the way public administration operates, since it promotes a more agile and transparent management, but at the same time, it implies the implementation of various mechanisms and the creation of new authorities to achieve this end.
Among the most relevant implementations are:
- The creation of a National Model to Eliminate Bureaucratic Formalities, which involves a set of tools and actions aimed at facilitating access to and obtaining formalities.
- The creation of Digital Windows for Institutional or sectorial Procedures and Services, as well as the obligation of public entities to create a Simplification and Digitalization Agenda.
- The implementation of a National Model for regulatory improvement, aimed at optimizing and reducing the number of existing procedures in the country, estimated at more than 350,000.
Should this new law be approved, it could have the following consequences:
- A profound institutional reengineering in public administrations at all levels, aimed at modifying various formalities and procedures already defined.
- A relevant change in the attributions and powers of different public entities that have an impact on the performance of procedures and granting of authorizations to individuals and companies.
- The implementation of new information technologies and the processing of new mechanisms such as the “Llave MX” and the “Portal Ciudadano Único de Trámites y Servicios”.
- The creation of new administrative authorities with supervisory, implementation and oversight powers that could have an impact on the granting of procedures, permits and licenses.
