On April 24, 2025, the Ministry of the Environment and Natural Resources (SEMARNAT) published in the Official Gazette of the Federation an agreement implementing administrative simplification measures and issuing and modifying the forms corresponding to various procedures under its jurisdiction.
This agreement came into effect on May 15, 2025, as of which date only the new official formats will be accepted for the procedures contemplated. Applications submitted with previous versions may be rejected by the authority.
Which procedures are updated?
Procedures that must now be performed with the new formats include:
- SEMARNAT-03-003-A: Authorization for the harvesting of timber forest resources in forested or preferably forested lands – Modality A. Private properties.
- SEMARNAT-03-003-B: Exploitation in tropical forests larger than 20 ha, species of difficult regeneration and Natural Protected Areas (NPA), in private properties.
- SEMARNAT-03-003-C: Authorization of use in ejidos and agrarian communities.
- SEMARNAT-03-003-D: Same as above, but in tropical rainforests larger than 20 ha, species of difficult regeneration or ANP.
- SEMARNAT-03-047: Proof of registration in the National Forestry Registry.
- SEMARNAT-03-054: Notice of modification of data in the National Forest Registry.
- SEMARNAT-04-005: Notice of withdrawal of environmental impact authorization.
- SEMARNAT-04-007: Notice of no environmental impact authorization requirement.
- SEMARNAT-04-009: Notice of change of ownership in the environmental impact authorization.
- SEMARNAT-07-017: Registry of hazardous waste generators.
- SEMARNAT-07-035-A and B: Proposals for remediation in case of environmental emergency or environmental liabilities.
In addition, the new format for the following procedure is incorporated:
- SEMARNAT-05-004: Notice of open burning.
Important considerations
The procedures initiated before May 15 will be processed according to the previous rules. However, all applications filed after that date must be submitted using the new formats only.
